Verily, the most honored of you in the sight of God is (he who is) the most righteous of you. And God has full knowledge and is well acquainted (with all things). Introduction

It is said to the nations

justice is better than courage because if people generalize justice on the whole, they would not need courage.
  • If he is just
  • If he is tyrant or executioner
  • Yet, people remain always to be in the memory and civilization; it will mention the mutual love between this people and that and the defense of a people for the benefit of another.
  • However hatred and dislikeness are among rulers, at the end good and love remain among the people, the origin of this is their hearts which are afond of good and peace
  • Consequently, the idea of establishing this association (F.F.A) is matured at this period.
  • To stretch the arms of the cooperation among a people (that oppressed because of unjust for along time) and the neighboring people whom we believe that these people are primarily to cooperate with the Iraqi people and vice versa in the way of building and peace.
  • Finally, peace and love for all good the people and for those whom love freedom and harmony all over the world.

THE INTERNAL SYSTEM OF FRIENDSHIP AND FRATERNITY ASSOCIATION

 

Foundation of the association

Article no.1

  • Name : Friendship and Fraternity Association
  • Location:
    The central headquarter will be situated in Basrah and the sub-centers would be within Iraqi governorates and the neighboring countries.
  • The association will have centers within Iraqi governorates and in the neighboring countries and they will have the total authority of giving new instructions, information and publishing according to the nature of its works after getting the agreement of the governed side. It has also the right to assume any qualified actions or tasks that may persist its activities.
  • The association has a morale personality with an independent financial source. It has no special political or sectarian relations.

THE AIMS OF ASSOCIATION

Article no.2

The association aims:
The association believes that the development of Iraq is the best way to establish good relationships among Iraqi people and nations. Our association aims are as the following: A pure interaction among Iraqi people and the neighboring countries represented by (Kuwaiti, Saudi Arabian, Jordanian, Syrian, Turkish, Iranian) and with all other friendly people in the world.
  1. Aims at deepening humanitarian, social, economical and commercial cooperation among Iraqi people and the neighboring people to serve the common benefit.
  2. Cooperation with all other humanitarian associations in the world that may serve the common and legitimate issues of Iraqi people and the people of the countries that these humanitarian associations belong to.
  3. Participation in all local activities that have direct relations with the interest of the association works and its aims.

FORMS OF THE ASSOCIATION

Article no.3

Association Directors Board

This board is the highest body in the association and consists of these members:
  1. Chief of board
  2. First deputy of the board chief
  3. Second deputy of the board chief
  4. Secretary
  5. Treasurer
  6. A representative of lawyers
  7. A member of doctors
  8. A representative member of human rights observation and environment protection
  9. A representative Businessman
  10. A member of media and public relations
  11. A member of engineers
  12. A representative member of women
  13. A representative member for Association center

Article no.4

First: Membership in this association will be by founders, assistants and for those who are granted honor feature.
Second: Honor member is accepted if
  1. Presents magnificent services in the field of human rights or in his work.
  2. Presents precious services to the association.
  3. Those who are interested in the affairs of association sub-centers. (Logical, medical, engineering, environment protection and commercial).
Third: If honor member desired to be in the association, he must take into consideration the items (First and Second) from the Article no.5
Fourth: Honor membership will be granted to the member for one year and it may be renewed again by a decision from director's board.
Fifth: Founder member: He is the member who participated seriously with the association founder and other members in fixing the association and continued in his membership of the association.
Sixth: Assistant member: He is the member who is chosen by the founder member after taking the agreement from director's board and constitutes a complete unit with the founder in representation of the job that they belong to inside director's board

MEMBERSHIP AND CONDITIONS

Article no.5

First: Every one in these items has the right in this internal system to be related to the association.
Second: The applicant submits to the association a request to the association director's board enclosed with a commitment to abide by the association internal system and the director's board must take this request into consideration during a week from submission date and the applicant will be notified with agreement or refusal.
Third: The director's board is not compelled to clarify the reasons of refusal the membership of any applicant.
Fourth: The applicant must have public conditions like honesty, fairness and must have no ill past during all his service in Iraq.

MEMBERSHIP NULLIFICATION

Article no.6

First: The membership will be null and void in these cases:
A. If he/she breaches the instructions.
B. If he/she loses one of the general conditions of joining (that have been mentioned)
C. When he/she commits a crime or violates honor or ethics.
D. If he resigned from his membership and his resignation is accepted.
E. The membership of members will be removed in case of their death.
Second: A committee will be formed that consists of the chief of board with other two members who are chosen to study and examine the breaches of the members.
Third: The above mentioned committee in the previous clause has the right to impose the punishment on the dissenter member:
A. Gives a written or oral caution and obliges him/her not to repeat the breaches.
B. Gives a warning and freezes his/her membership in the association for a period not less than one month nor more than three months.
C. Scolding and freezing the membership for no less than three months and not exceeding six months.
D. The membership will be taken definitely from him/her in case of repetition the breaches he/she was committed according to the clauses (A,B,C) of this article or in case of negligence the duties that causing a huge damage to the association.
Fourth: When his/her membership will be frozen, the member will be prevented from participation in the activities of association during the punishment period
 

AUTHORITIES AND TASKS OF CHIEF OF BOARD

First: He addresses an invitation to the director board for meeting and to be in charge of leadership of Its session.
Second: He has the role of general supervising and administration of the association affairs with its sub-centers.
Third: He represents the association in the normal and morale personalities in Iraq and all over the world. Also he represents the association in the judicial authorities and authorizes others in the legal issues.
Fourth: He gives his signature; this means his agreement on the incoming, outgoing correspondence checks. Issues regarding of money, he with the treasurer sign checks and the permissions for expending money by the association.
Fifth: He publishes instructions that complete the articles of the internal system of the association and these instructions have the power to keep the articles of it.
Sixth: He gives his agreement on expending an amount of money about 1,000,000 Iraqi Dinars, more than this amount requires the agreement of the directors board.
Seventh: IT is within his authority to give urgent humanitarian aids to the association members founder and assistants after securing the financial reliance in a way that dose not affect negatively on the course of the work in the association, this financial aid will be considered as a loan and should not exceed 150,000 Iraqi Dinars.

TASKS OF DEPUTY

Article no.7

First: Carrying out the works of the association chief when the chief is absent and authorized with all granted authorities except the financial authorities that related to checks and expenditure permissions. If the period of the association chief's absence is more than 30 days, the deputy will have the financial authority that will be finished with the returning of the chief and his resumption the work in the association.
Second: He suggests the appointment of the employees with the real need of the association for them.

TASKS OF SECRETARY

Article no.8

First: Carrying out the daily works and supervising the daily association schedule with coordination with the association chief and his deputy.
Second: Executing decisions of the director's board.
Third: Cooperation with the treasurer to check the stores and its assets in the association and its sub-centers headquarter.
Fourth: Carrying out the work that is authorized by the association chief

TASKS OF THE TREASURER

Article no.9

First: A. Supervising on the financial, accounts works and arrange them.
B. Supervising on workers in the financial matters of the association and its registration with coordinating with the deputy.
Second: Signing on checks and documents that are published from the association besides the signature of the association checks.
Third: Executing the decisions of the director's board about the financial deals, but these decisions must be suitable with the budget items.
Fourth: Exposing the conclusion accounting and the annual balance project and the monthly financial report and the annual financial report on the directors board.
Fifth: Supervising on the accounting of the association sub-centers.
Sixth: Carrying out the works that are authorized by the directors board.

THE MEETINGS OF THE ASSOCIATION

Article no.10

First: The board of the director holds two meetings in 14/28 every month (A.D), if the meeting falls on a holiday, this meeting will be postponed to the next day directly with attending all its members and if the members are not complete the meeting will be postponed to three days or it will be considered going on whatever the number of presents is.
Second: The chairman of these meetings is the association chief and during his absence for a legal reason, the deputy will lead the meeting
Third: The director's board can hold the meeting at any time according to the request of any member for an urgent reason that persuades the chief of the association.
Fourth: The topics of the director's board deal with the following: A. Fixing the suggested modifications on the association internal system.
B. Specification an appointment for the election of the board's administration that happens every two years or renews the trust with members of the director's board.
C. Fixing the accounting and the raised reports of the treasurer.
D. Discussion the tasks of the association and show the suggestions to develop the association.

THE FINANTIAL RESOURCES OF THE ASSOCIATION

Article no.11

First: At the being of the association constitution, the expenditure is one of the association chief responsibilities. The association chief never compels any member to pay the expenditure for the interest of the association and does not bear any loosing that the association is exposed during its work.
Second: The donations that are given to the association from engineering and commercial bureaus are considered to be the main financial resources of the association.
Third: The gifts that are presented to the association whether concrete or abstract are considered to be one of the association financial resources.

THE ASSOCIATION SUB-CENTERS

Article no.12

First: The affairs of the sub-centers are run by a representative who is directly bound with the headquarter in Basrah city.
Second: The headquarter supervises the administrative, financial and organization aspects.
Third: If the executive found any sub-centers has the ability to manage the affairs of the branch independently from the headquarter, it can be independent in the management of the sub-centers affairs which include administrative, financial and organization aspects when it presents a request to the chief of the association board (headquarter) explains in it the independence request in management and it includes written commitment and signed by all the members of the directors board sub-center and bears all the legal and financial issues arising from the conduct of the sub-center as explained in appendix(1) from this system.
Fourth: The independent sub-center undertakes by using the name of the association in all its addresses and on the front of the headquarters.
Fifth: If it confirmed that the headquarter of the association managed any sub-center of the association that uses the name of the association badly or caused big damages for any side of the association and its aims, the management of headquarter has the right to cancel the sub-center and pull out the membership from its member without breaking any right requires the compensation and the damages that happened to the association.

Article no.13

The association and its sub-centers take care all the previous laws in Iraq and they undertake with all the instructions of the association and the humanitarian organizations in Iraq.

Article no.14

The association has other tasks like:
First: The association cooperates sincerely with all the humanitarian organizations for the interest of Iraqi people.
Second: The association presents the chance for the people to work and helps poor people as much as possible via the humanitarian aids that arrive to the association.
Third: The association presents free medical services for all people.
Fourth: The association presents through its engineering bureaus in participation with all projects and tenders concerning the reconstruction of Iraq.
Fifth: The association presents through its commercial bureaus and loading and unloading bureaus in participation in all trading agencies.
Sixth: The association participates with any humanitarian sub-centers that are presented by the medical and humanitarian organizations.
Seventh: The association presents the scientific experiences whether they are logical, medical, engineering, technical and environment protection and put them in the services of rebuilding Iraq and in the services of humanitarian organizations that work in Iraq.
Eighth: The association presents the experiences and scientific, professional technical consults for all Iraqi citizens with a low price that neither effects on the citizens nor opposites with the laws.
Ninth: The association exchanges the experiences with all its types with the similar associations inside and outside Iraq.

PUBLIC LAWS

Article no.15

This internal system is valid from the date of validity of the director's board.

APPENDIX

A form of the independence request of the sub-center from the association headquarter in (BASRAH). Mr.__________________ Friendship and Fraternity Association chief (the main quarter is in Basrah).
WE are the chief and the members of the directors board of your association in the region ( ) in governorate of ( ) we wish to be independent in administrative and in financial from your mother association because we have the efficiency and ability in our sub-center in running the administration and financial affairs well and in a high efficiency that benefits the association and all its sub-centers (the reasons are mentioned for the independence request, if they are found). And we undertake the following:
  1. We will mention the name of the association (Friendship and Fraternity Association) in all our bureaus and addresses and leaflets and put notices in the name of the association in our sub-centers.
  2. We bear all the financial and logical issues that arising from the conductor of our sub-centers and then our sub-centers will be responsible logically (in logic, administration and financial) or any other responsible authority and your headquarter will be responsible for us when we are independent.
  3. We commit sending 5% of the total secrete donations to the center in order to participate with the charitable projects of the association.
